Server config changes 11. september 2019

- Enabled health drop binds
- Changed webpage links to the new webpage
- Auto kick players that has been inactive in-game for 120 seconds
- Disabled killcam
- Disabled chat from dead players
- Disabled team balance to make it easier for us to balance teams "manually"
- Allied team will be a random nation (american, british or russian) for maps that support it
